    "content": "Mr. Temporary Deputy Speaker, Sir, I think this country has enacted a new Constitution and we have a reformed Judiciary under the leadership of hon. Willy Mutunga who I have a lot of respect for. However, I want to point out a case in Mombasa where since 1980 there are 220 pending appeal cases. Justice delayed is justice denied. Could the Assistant Minister categorically say when these 220 cases pending at the Court of Appeal in Mombasa since 1980 will be heard and determined in favour of the Kenyan people? Justice must be delivered. It is not the old story. We want implementation."
