    "content": "Mr. Temporary Deputy Speaker, Sir, this country is really encouraging public private partnership in education. The Assistant Minister has just said that they are coming up with special licences to be issued to these schools and yet we know that many of these private partners are reluctant to give in money where they are not very sure that they have title deeds or a permanent licence. Could the Assistant Minister confirm that the licences they are talking about will be long-lasting so that the partners can come in and help in education? For example, I will not give CDF if I am sure that the title deed or letter of allotment will be revoked."
