    "content": "Mr. Temporary Deputy Speaker, Sir, Habaswein District Hospital is on a highway that goes all the way to Mandera. Why has the Assistant Minister why he has not equipped this hospital with a laboratory, a kitchen and has morgue? The other day, we lost a non-local, who was a civil servant in Habaswein. It was difficult because we could not burry him there, and there was no way of preserving the body. It is, therefore, a shame that a hospital of that nature cannot have this basic facility. When are you going to have funding to provide this very basic facility in that very hospital?"
