"content": " Mr. Chairman, Sir, I beg to move:- THAT, Section 22(2) of the Elections Act be amended by inserting the words “Member of Parliament” after the words “Deputy President.” Mr. Chairman, Sir, yesterday, the House made a major decision in terms of the qualifications when it comes to nomination of candidates, the import of which was to give a leeway to Members who are serving either in Parliament or in the councils to be eligible for purposes of the first election, obviously, with the understanding that between now and the election time, they will not have enough time to get the extra qualifications. This is understandable and is very fair. We all agreed on that. However, you may recall that when we were doing this law earlier, we had said that Members of Parliament also require a degree, we changed it because it was seen that people could not get a degree within the time that was required. Now that we have created a window for five years, we need to go back and create the requirement to equate a Member of Parliament with the Deputy Governor, Governor and President."
