"content": " Mr. Chairman, Sir, I thought it will be important to inform the hon. Members what the Salaries and Remuneration Commission is doing. It is trying to allocate salaries, first of all, based on academic qualifications; secondly, on the workload; and thirdly on responsibility. So, it is important that we have some higher qualifications so that when they are reviewing salaries, Members of Parliament do not lose out because they do not have degrees. All we are saying is that for this coming year’s elections, there is an exemption, but in 2017, you must have a degree. That is what Kimunya’s amendment is doing."
