The situation which is obtaining in the country is that to be a member of the land control board, you must have a mean grade of C; to join a teachers’ training college, you must have a mean grade of C; to join the Early Childhood Development School, you must have a C-; to become a sub-chief, you must have a mean grade of C- and so on."
