    "content": "Mr. Temporary Deputy Speaker, Sir, the Teachers Service Commission (TSC) is now a constitutional Commission alongside other commissions in Chapter 15 of the Constitution. This is a part of the free choice that Kenyans made in 2010 in the constitutional referendum. It is provided for under Article 237 that I wish to refer hon. Members in presenting this Bill to be aware of. It must be understood that, that decision by Kenyans to entrench the TSC in the Constitution was not decided by a clear desire to get out of the box, as it were, of the challenges that have faced our education system since Independence."
