I thank and congratulate my learned senior for bringing this Bill to give effect to a constitutional provision that creates the TSC. On Article 5I, I want to urge and recommend the Minister that the nine commissioners to be appointed for the period of six years, for purposes of institutional memory and continuity, their appointments should be staggered so that when a certain number falls out, there is at least some left because we have quite a number of statutory members. But there is no guarantee that the statutory member representing the Permanent Secretary for Education would be the same one all the time. Those who are appointed among the nine, we should find a way of staggering so that we do not have a situation where you have a whole new commission walking out and a whole new commission coming in and having difficulties in following and continuing with what work has been going on."
