    "content": "asked the Minister for Environment and Mineral Resources:- (a) whether he is aware that a development partner, Mr. William from Netherlands has offered to drill several boreholes/wells in the Wetemere area in Lamu West Constituency; (b) whether he is further aware that NEMA is demanding Kshs50,000 for each well to grant its approval and what action he will take to facilitate the drilling of the boreholes; and, (c) when he will introduce a Bill in Parliament to realign the functions of NEMA in view of provisions of Part II, Section 10 of the Fourth Schedule to the Constitution."
