    "content": "Mr. Deputy Speaker, Sir, I want to give an undertaking that if we are given all the money that we require, we will ensure that every part of this country has a tarmac road, as the hon. Member has said. But, at another level, the Roads Sector Investment Programme has all the issues that the hon. Members are actually asking. I think it will be important for us to table it here, so that we can also benefit from the inputs coming from the hon. Members. Mr. Deputy Speaker, Sir, lastly, I know that the issue of Ijara versus other places in the country is, of course, an issue that we would want to address. But, as a Ministry, we also have to look at where we put our money vis-à-vis the returns. This is what the Roads Sector Investment Programme is all about."
