But one thing that the Chair can tell you is that none of the hon. Members who stood up qualifies to be in the Official Opposition because in line with the Standing Orders NARC (K) is in the Government. Mr. Kamama is from NARC (K). It is only hon. Jirongo who can claim to be in the Official Opposition and even Mr. Jirongo does not have the mandatory numbers in the House. So, clearly, there is no Official Opposition. But nonetheless having given that, could the Chair proceed now and put the Question on this Procedural Motion? Clearly, Ms. Karua, we want to be seen not as a de jure but the defacto .
