    "content": "Mr. Deputy Speaker, Sir, the tabling of the Budget Policy Statement was delayed for obvious reasons, just to make sure that Members of Parliament did not get an opportunity to participate. We were sent on recess. When we came back, we were given less than four or five days after the estimates were tabled for Committees to interrogate the entire Budget. We worked very hard just to make sure that we met the deadline. Why the process is stipulated in this particular manner is to enable the public to clearly participate in the budget-making process."
