It is not debate time and we really need to be making progress. It is a matter of decision-making. The proposal from the Committee is there. Chairpersons are sometimes requested even on the Floor and they make decisions. As hon. Karua said it is a matter for decision-making. Let us make the decisions now. The debates have been undertaken."
