Most of the criminal activities are not normally done in public. People murder others in private; people steal in private; and people do many things in private, so that they are not caught. That is why these things are called crimes! Secondly, hon. Mbarire cannot attempt to mislead the House that if you rape a woman in your car you will not be discovered. Be up to date! You are a dot com! You must know that there is something called DNA test evidence. This kind of evidence will sort out all these things. I would like to be informed by hon. Charles Kilonzo."
