    "content": "The reason is that the amendment seeks to exempt the Witness Protection Agency from the procedure of accountability. The Witness Protection Agency requires confidentiality for purposes of discharging its day to day mandate, but not for the purpose of accountability to the public. For that reason, the amendment is not helpful and we are opposing it."
