Is it in order for my good friend, the Minister, to mislead this House that because we are approaching an election, we can throw away all the principles and the standards that we have established as a House? In the case of Justice Ringera, he was not heading a constitutional Commission. More importantly, who tells the Government side that they can only renew appointments of Commissioners after the expiry of their terms? The Government can start the process many months before September; so that by September, the Commissioners can know whether they will be continuing to serve or it is the end of their term and others have to take over."
