"content": "Madam Temporary Deputy Chairlady, first of all, I want to indicate that, personally, I have confidence in this Commission. If it was my choice, I would want the entire team back. Having said so, I am a stickler to procedure. I want to say that this House has a previous ruling on the issue of Justice Ringera. We cannot purport to be putting the Question when an issue of constitutionality has been raised. Indeed, the substantive Chair had raised that issue. At every occasion, I have also raised the issue with the Speaker and, as recently as a week ago, he affirmed the same position. Madam Temporary Deputy Chairlady, if the Attorney- General applied his mind more creatively, he would still save the Commission, if he wants to; but he should do it procedurally. I am told that it is the Minister for Justice, National Cohesion and Constitutional Affairs who is responsible for the Commission. So, if the Minister wants, he can be innovative legally and still save this Commission. I am sure that if he puts his mind to it, he can do it, but right now, it is not about putting the Question. We need your ruling because it has been agreed before that when something is unconstitutional, it should not be voted on."
