    "content": "“(7A) A political party shall notify the Registrar of any member deemed to have defected from it to another political party, and such member may, if aggrieved by such notification, refer the matter before the Tribunal for determination.” This provision is made to provide for a procedure where a Member is deemed to have left a political party, directly or by interpretation, as to how that process will be dealt with. We recognize the role of the Registrar of Political Parties as well as the Tribunal. These two provisions make it mandatory to ensure that the role of the Registrar of Political Parties is, as it is now, to process that information but refer any dispute to the Tribunal, which will be the one to arbitrate."
