    "content": "This is one of the impediments. The Political Parties Act and Elections Act are some of the legislations that were put in the Fifth Schedule. You could not bring these particular legislations unless they were processed through the CIC, the Attorney-General and the State Law Office. You can equally not bring an amendment without following the same procedure."
