"content": "Thank you, Mr. Deputy Speaker, Sir. Obviously, the Ministry has been hiding under the Hippocratic Oath to underpay the doctors expecting that because of the oath, the doctors will never rebel but they have rebelled now. The Government wants to continue underpaying them. Could the Assistant Minister explain to us why, at the moment, when the Constitution of Kenya allows people to go on strike if they have grievances, the Ministry is currently harassing 95 doctors by withholding their salaries with the intend of breaking the strike, meanwhile causing suffering to the families of these doctors? Why is the Ministry using medical superintendents to harass junior doctors to get back to work?"
