    "content": "If you look at the qualifications that are being proposed for a judge in the Environment and Land Court, it talks about the qualifications which are generally required of any judge, but it also gives the number of years that you have been in either academic or legal practice. Then it gives the aggregate of not more than ten. The Constitution provides for all and all. In this case, it does not do so. So, I am just making it compliant so that it comes to the same aggregates it is talking about."
