    "content": "Madam Temporary Deputy Chair, I have subsequent amendments further in the line of argument that hon. Kimunya was taking which will negate his argument. But I just want to pick him on one; the one of the independent candidate being required by the Constitution to demonstrate that he was not a member of a party at least three months. Now, if this list was being submitted four months to the general elections, then the IEBC would have difficult in determining so. We are talking about at least two months; one, parties are not under obligation, they will always bring it in the last minute like the Government. I am sure that a good party like PNU and URP will do it even six months. But once you get the list of the party membership in two months, you can determine in terms of independent candidates that this fellow was not actually a member of the party. So, it is actually to the contrary of his argument in terms of the independent candidate."
