The Assistant Minister has said that he cannot adjust the salaries because of the Salaries and Remuneration Commission not being in place and yet he has set aside Kshs1.5 billion to go to the doctors. Is that not a contradiction in itself? How will they adjust the allowances and give them this money if, in the first place, they cannot adjust the salaries?"
