Members, whatever the reason, this argument is enhanced by the comparative practice in most jurisdictions where every effort is made to avoid a scenario that results in the shutdown of Government and, therefore, denial of the citizens of their constitutional right to services. Hon. Members, for all these reasons, I feel that I am guided once again by the constitution and, as I indicated, the precedent set out in the ruling of the Speaker on June 7th 2011.
