    "content": " Mr. Deputy Speaker, Sir, I beg to move:- THAT, in accordance with Section 222 of the Constitution of Kenya, the withdrawal of Kenya shillings 424,666,046,946, representing one-half of the total net estimates of Recurrent and Development Expenditure made up in the manner set out in the Vote on Account Schedules laid in the House, be authorized for the purpose of meeting expenditure necessary to carry on the services of the Government of Kenya during the year ending on 30th June, 2013, until such time as the Appropriation Act for the year comes into operation. His Excellency the President has given his consent to this Motion."
