"content": "Mr. Deputy Speaker, Sir, the Budget Estimates were tabled on the 26th of April, 2012. The Budget Committee did a good job and brought their Report to this House. On the 6th of June, that Report was adopted by the House. The Government had all the time to follow all the provisions of the Constitution. Unfortunately, the Government decided to act with impunity to ignore to bring the relevant legislations that are required before the Vote on Account is prepared. One would have expected that from 6th to date, the Minister would have engaged with the Budget Committee or Parliament on the issues of estimates. One would have expected that by now an Appropriation Bill would have been before the House to be debated.
