    "content": "Mr. Deputy Speaker, Sir, as I was saying, last year, when I raised this matter, I felt we could not proceed with the Vote on Account unless we had the Appropriation Bill before the House; either disposed of or at least before the House. I was not accorded the listening the same way, today, this House is not according me the listening. Some Kenyans went to court. Mr. Deputy Speaker, Sir, I know and agree that you have read this ruling. However, to me this ruling by Justice Majanja is clear that failing to follow this ruling, to me, is like an act of impunity on the part of Parliament."
