    "content": "Thank you, Mr. Deputy Speaker, Sir. First of all, let me say that this is a good Minister for Finance for so many reasons. However, that does not mean that some of the issues or the mistakes that we are seeing should be tolerated. Mr. Deputy Speaker, Sir, one of the reasons that Kenyans, in their own wisdom, decided to have a new constitutional dispensation was simply because we wanted to be governed according to the rules, not according to the wishes or gimmicks and the day-to- day political convenience of anybody."
