"content": " Mr. Deputy Speaker, Sir, I was beginning to think that I am invisible, but I can now put that to rest. I share the concerns of my friends who are on the other side about following the Constitution. That is for sure. However, we are on a learning curve from 2010. This Constitution is going to be with us for 40 or 50 years or many more years. I think the Minister has given his undertaking, just as we have done. We are passing the Vote on Accounts so that subsequently next year the Minister can work closely with the Budget and Finance committees very early in the year, so that they can agree on the timetabling and how to work on some of these things so that we can do things better. It is much better to agree amongst ourselves, the Budget Committee and the Departmental Committee on Finance, Planning and Trade to agree that next year and subsequent to this there will be more pre-preparations to ensure that when we come to vote on the Vote on Account we do not experience these kinds of problems. Secondly, as hon. Maj-Gen. Nkaisserry has already said, day to day running of the Government must continue. I feel strongly that we need to give the Government money so that no one single day passes without resources. For example, health care is a very sensitive area such that should we close down any hospital, this can lead to death. Therefore, whatever problems we have, let us make sure that the Government has resources to enable the day to day running of Government."
