    "content": "Mr. Deputy Speaker, Sir, it is true that the Government got a loan from Japan and it was supposed to be used to modernize KBC. But KBC has never remitted a single cent to the lender. So, it is the Government of Kenya which has been paying for them. In fact, now we have received a request that we convert this into a grant, because KBC is not paying. It is really a waste of time trying to ask KBC to pay this loan, because it will never be able to pay."
