    "content": "Mr. Speaker, Sir, there are teachers who are working in lower eastern, namely, other districts just apart from Yatta, especially in Kitui District, who are suffering because they are not being paid hardship allowances, yet the socio-economic conditions are all the same. If you look at the terrain under which this region is, it is the same. What justification does the Ministry have to deny these people extraneous allowances yet the conditions are the same? Would the Ministry’s mistake make the teachers to be punished? What is the Ministry going to do to ensure that, that is corrected immediately?"
