    "content": "Mr. Speaker, Sir, the people of Kenya voted overwhelmingly for the new Constitution mainly because they wanted to take care of their local affairs through their duly elected leaders. Unfortunately, for Lamu, due to the world heritage status, the National Museums of Kenya has usurped the role of the county council presently and it is our fear that it will also usurp the role of the county governments in these matters. When will the Bill come to free us from authority of unelected body corporations based in Nairobi and the United Nations Educational, Scientific and Cultural Organization (UNESCO) sitting in Paris where we are not represented? The people we send to represent us get brainwashed and end up championing foreigners’ interests against the interest of our people. When will the Assistant Minister bring the Bill so that we can separate these functions so that the national Government does what it has to do and the county government does what it has to do?"
