    "content": "On the issue of employment of teachers, again, we have a problem here. The previous speaker spoke about teachers having been out of the field without employment for ten to 20 years. I know the problem has been the training of teachers. In some areas, we have over-trained. The same Government keeps on training teachers knowing very well that there are no teaching vacancies for them in their districts. At the moment, the policy is that teachers are employed in their original districts but you will find that there are areas where, because of the type of education and the type of development, teachers have been over-produced. Definitely, that has created a problem and so there should be proper restructuring in the training of teachers which I think is the duty of the Ministry of Education in consultation with the TSC so that they know exactly where teachers are needed most. Teachers should be trained and given the opportunity to be employed."
