    "content": "Mr. Deputy Speaker, Sir, I am also very happy with Clause 6 on qualifications for the appointment of the Chairperson and members of the Commission. They are very clear and they have really taken qualification and education background of people into consideration. It is good that the right people are in the right places. Also, the functions of the Commission are very clear in Clause 11. I think it is a turning point because, first of all, the issue of formulating policies--- I think this time, we are giving the sector that is charged with education affairs to really come up with policies, directions and strategies in the education sector."
