    "content": "Mr. Deputy Speaker, Sir, I want to draw the attention of the hon. Members to provisions that may be different in this Bill compared to the other chapters. First, this will be a full time Commission. So, all the nine members will be full-time. We are recommending this because of the size and volume of work given that we have over 200,000 civil servants. So, the PSC and the Teachers Service Commission (TSC) are going to deal with very large numbers of officers and it is recommended all the Commission members are full time."
