    "content": "Madam Temporary Deputy Speaker, I also want to talk about the issue of penalties, just as I spoke on the other Bill. We must look at the penalties and try to harmonize. You can see that under this Bill, for the same offence a person is being fined Kshs500,000 or imprisoned for a term not exceeding seven years or to both such fine and imprisonment. I have no problem with it, but if you look at The Teachers Service Commission Bill that we have looked at, it is the same offence but with lower penalties. So, I would want to urge the Minister that when you sit in the Cabinet, one of the things that you should be doing is harmonizing those provisions of these Bills."
