    "content": "Secondly, I am convinced as minuted in the resolutions of the HBC that the Appropriation Bill must reflect word for word, letter for letter, the approved estimates by Parliament. The Minister has said that we have implemented that and I want to commend him for attempting to comply with the provisions of the law. My concern is fundamental and this is a precedent setting moment for this country. We want to pass this Bill. We want to give the Government money but without the reprinted estimates, everything the Minister has told the House cannot be believed."
