    "content": "The procurement law remains a major impediment in the absorption capacities of all Government organs. Funds are allocated and our current procurement law looks at the process and not the end. As long as the convoluted process is followed, it matters not what you get at the end. In the process, the tendering, preconditions and so on, make it absolutely difficult for sometimes very simple projects to take off. I want to suggest that the Minister assures this House that his next agenda on his path of reform that is so impressive is to realign the procurement law with the process of development in the country."
