    "content": "My colleagues have talked about defence and internal insecurity with respect to what is going on in Somalia, or even internally with the fight against Al-Shabaab and other illegal groups that are bringing insecurity to our country. We have only four days left. We need to give them money so that from 1st of July, they can still go on with those activities. Having said that, and without anticipating debate, the House might be going on recess this afternoon. We should not really delay a lot. We should release money to those institutions."
