    "content": "Thank you, Mr. Speaker, Sir. I quite accept the Assistant Minister’s response. However, this was a very serious case. This was a baby that was abandoned by the mother and a Good Samaritan came about and decided to rescue the baby. If you look at the records of the baby from the hospital at that time, they state that the baby was hypothermic with maggots coming out of the ears, nose and mouth; a baby who is hardly three days. Here is a case where he was transferred to Kisii Level Five Hospital, which is over 60 kilometers. The Good Samaritan never had any means to take this baby to Kisii. If there was no ambulance at the hospital, why did the hospital authority not hire a vehicle to transport such a desperate baby to Kisii Level Five Hospital?"
