    "content": "Thank you, Mr. Speaker, Sir. This is a very pathetic situation and I have already launched investigations. If we find out that this was due to the negligence of our staff, I promise this House that we will punish them according to the law. However, with regard to the transport to take the baby to Kisii District Hospital, as a Ministry, we do not have a budget outside the one we receive from this Parliament. Therefore, in this case, the Good Samaritan did a good job by deciding to take the newborn baby to a mission hospital for these services."
