    "content": "Mr. Speaker, Sir, the provisions on devolution in the current Constitution is one of the most celebrated chapters. I want the Prime Minister to clarify the following: First, there is a dire need or absence of infrastructure for devolved governments. In the absence of this infrastructure, what has the Government done as much as we have put the institution in place? Secondly, the weakest link between the national Government and the county governments, in my opinion, there should be a national oversight body on the affairs of the county specifically on the financial management. Do we have those institutions in place that will oversight on the county governments?"
