    "content": "Thank you, Mr. Speaker, Sir. First of all, let me congratulate the Prime Minister on this commitment to devolution. I think it would be imperative for other presidential candidates to pronounce themselves on this important issue. Having said that, could I get a clarification from the Prime Minister, given the fact that the Constitution requires that a division of revenue be debated in Parliament and adopted and the formula agreed upon run for five years; and given the fact that this House has not applied itself to any division of revenue Bill; and given the fact that the mandate of this Parliament will expire on 14th January, when the budget process is just beginning; and given the fact that money is most fundamental to the successful implementation of devolution, what has the Government done to ensure that when the devolution takes off, it does so on a firm foundation in terms of division of revenue?"
