    "content": "The Central Government will play a more supervisory role in this regard and so we will deal with that matter when that time comes. I want to assure the hon. Members now and the civil servants affected at large, that there is no intention of the Government to lay off the staff as a result of restructuring of the Government when we are separating the local level from the national level. There will be no loss of jobs. My understanding, in fact, is that more jobs are going to be created when we devolve. But let us not hang on to the old, archaic colonial system of Provincial Administration merely because it is the only thing that we know."
