    "content": " Madam Temporary Deputy Chairlady, this is clause 31(1). It should read as follows:- “The Cabinet Secretary shall submit to Parliament “every four months” a report on all loans made to the National Government, national government entities, and county governments in accordance with Section 211(2) of the Constitution.” What is missing is “every four months.” That is what we agreed upon but if you want to go all the way, I do not have a problem. As of what we have now, there is no time limit and it is just open. The submission can be once a year or once a month but we had agreed that this should be after every four months."
