    "content": "THAT, the following new sub-clauses be inserted in clause 39 immediately after sub-clause (6) - “39 (7) Following approval of the budget estimates under this section, and before the Appropriation Act is assented to, the National Assembly may authorize withdrawals in accordance with Article 222 of the Constitution, and such authority shall be communicated to the Cabinet Secretary responsible for finance by the Speaker of the National Assembly, within seven days of that authority being granted by the National Assembly”. 39(8) The Controller of Budget shall ensure that members of the public are given information on budget implementation both at the national and county government level in accordance with Article 228 of the Constitution.”"
