    "content": "Madam Temporary Deputy Chairlady, is it in order for the hon. Member to confuse “receiver of revenue” with “collector of revenue”? The amendment is about collector of revenue, which should be one person who ensures that all revenues are paid into the Consolidated Fund. Madam Temporary Deputy Chairlady, regarding the Cabinet Secretary, whom we have defined as the “receiver of revenue” in the second paragraph, we are saying “the Cabinet Secretary may, in writing, designate persons as receivers of revenue.” That now removes the impracticality of one person doing the job, because he can delegate that function. It is imperative that there is accountability on receipts of revenue. It will be hard to ask persons who had been designated receivers of revenue to account for revenue. That is the import of this amendment, and I do not think it hurts anything that the Treasury would be jittery about."
