Minister that days will be reduced from 30 to 20 but look at the amendment:- “By inserting the following new subclauses immediately after subclause (2)— “(2A) Within fourteen days after the decision to stop the transfer of funds under subsection (1), the Controller of Budget shall investigate the matter and submit a report to Parliament in accordance with Article 225 (7) of the Constitution. (2B) Parliament shall, within thirty days---“ Why should Parliament take so long? The mischief we are trying to treat is that we should not strangle the county governments. If the report is already before Parliament and you are dealing with a government of a county, Parliament should even sit up to midnight to resolve this in a week or so. Thirty days is too long."
