    "content": "(a) in subclause (1), by— (i) inserting the words “there is a serious or persistent material breach or that” immediately after the words “determines that”; (ii) deleting the words “or is not operating a financial management system that complies with the requirements prescribed by this Act or other legislation”, so as to read as follows:- “If as a result of an assessment using criteria provided for under this Act, the Cabinet Secretary determines that there is a serious or persistent material breach or that a county government is unable to perform a function, the Cabinet Secretary shall –“ (iii)inserting the word “county” immediately after the words “notify the” in paragraph (a); (iv) inserting the word “and” immediately after the word “government” in paragraph (a); (v) deleting the words “and the Senate” appearing in paragraph (a); (vi) deleting the words “under Article 190 of the Constitution” appearing in paragraph (a), so as to read as follows:- “notify the county government and the Cabinet Secretary responsible for matters relating to intergovernmental relations, of the findings and the intention to intervene ;” (vii) deleting the word “financial” in paragraph (c) so as to read as follows: “in consultation with the county government prepare an appropriate recovery plan for the county government; and” (a) inserting the following new subclause immediately after subclause (2)—"
