    "content": "The administrator of a County public fund shall ensure that the accounts of the fund and the annual financial statements relating to those accounts comply with the accounting standards prescribed and published by the Accounting Standards Board from time to time.“ Here, we are making a distinction between an Accounting Officer and an administrator. We are saying they are different. The Accounting Officer is the overall person in charge. But the Accounting Officer could have administrators. They could be market administrators or ward administrators. So, we are making that distinction."
